Last year, Walt Anderson, an NFL officiating rules analyst, highlighted a 133% increase in unsportsmanlike gestures, such as simulating firearms, throat slashes, or suggestive movements, leading up to the 2024 season. Anderson emphasized that while players have significant freedom to express creativity in their celebrations, the league is focused on curbing those that cross the line.

“There are plenty of ways for players to be able to celebrate, and they come up with some very unique and often entertaining ways, so we want them to focus on those and not the inappropriate areas,” Anderson told NFL.com.

This season, the NFL has already fined several players for similar infractions. For instance, Dallas Cowboys wide receivers George Pickens and CeeDee Lamb were each fined $14,491 for Week 2 celebrations that involved gun-mimicking gestures. Allen himself is no stranger to NFL fines, having been penalized $10,927 in 2023 for pointing at a Cincinnati Bengals defender while running for a touchdown.

While Allen’s gesture appeared to fall under the category of banned celebrations, the NFL’s decision not to fine him suggests that the league did not interpret the action as sufficiently violent or egregious. The extended wait for the decision—owing to the Bills’ Thursday night game in Week 3—kept Allen and fans in suspense, but the outcome has allowed the quarterback to move forward without penalty.

The Bills’ victory over the Dolphins improved their record to 3-0, positioning them as early leaders in the AFC East as they pursue a sixth consecutive division title. With a commanding performance against Miami and a prior win over the Baltimore Ravens, Buffalo is also in contention for the No. 1 overall seed in the AFC, especially as the Kansas City Chiefs have stumbled to a 1-2 start.
